Property Field Reviewer (Full-Time)
Marshall County Property Assessor’s Office
This is responsible technical and field work performing property assessments and reviews, assisting with the coordination of the Marshall County Property Assessor’s office, for the purpose of performing a mass reappraisal. Activities associated with the job include the assessment of properties within assigned geographic areas located within the county including all improvements and new construction, assisting with the entry of new construction data into the computer system and providing assistance with relevant documentation. Additional activities include assisting with general office administration responsibilities and providing assistance to taxpayers, accountants, realtors, attorneys, etc. regarding assessments, ownership, deed references, appraised values, etc. Job related duties require thorough knowledge of state and local property assessment related regulations, statutes and codes, considerable experience performing property and structure inspections, good organizational, interpersonal, and decision-making skills, dedicated attention to detail and the ability to prioritize daily activities to consistently meet existing deadlines. Work activities also require sufficient strength and stamina to perform the physically demanding aspects of the job in a variety of weather conditions due to the fieldwork required. Job performance is evaluated by the Chief Deputy and Property Assessor through review of knowledge and expertise of conducting property assessments, ability to interact effectively with property and business owners, organizational and decision-making skills and accuracy, timeliness, and thoroughness of work-related information. Work is also subject to quarterly audits from the State Division of Property Assessments to determine accuracy and adherence to state and county policies and compliance with the state mandated audit program.
Necessary Work Requirements
Graduation from an accredited four year high school supplemented with additional course work in accounting, business administration, or related field; considerable experience working in real estate appraisal and/or property assessment; ability to maintain detailed records and related information; considerable experience working with the public; strong organizational and decision making skills;
edicated attention to detail; sufficient strength and agility to perform the physically demanding aspects of the job in a variety of weather conditions; or any equivalent combination of education and/or experience to provide the following knowledge, abilities, and skills:
• Thorough knowledge of state and local tax codes, regulations and policies pertaining to real and personal property including T.C.A. Code 67151601(3) and T.C.A. Code 6751603(a)(3).
• Considerable knowledge of state and local codes, regulations and policies pertaining to the assessment of real and personal property.
• Considerable knowledge of the accounting practices and mathematical computations associated with the calculation of real and personal property assessments.
• Knowledge of office equipment/computers, strong math skills and computations.
Necessary Special Requirements
• Possession of a valid Tennessee Driver’s License and the ability to be insured at standard vehicle liability rates.
• The incumbent must successfully complete State of Tennessee Division of Property Assessments courses and attend regularly scheduled seminars to remain current on TCA sections applicable to real and personal property appraisal and assessment.
• Completion of a criminal background check and drug screen.
• Preferred work experience in property assessments, appraisals, GIS, construction, or real estate.
