Personal Property Generalist (Full-Time) Marshall County Property Assessor’s Office
This is very responsible administrative work involving the coordination of all aspects and functions of personal property assessments for the Marshall County Property Assessors office. Activities associated with the job include the entry of tangible personal property schedules, preparing tangible property schedules for mailing in accordance with applicable state statutes, completing desk reviews to ensure the accuracy of data, performing audits of businesses, and determining forced personal property assessments for businesses that fail to file their schedules in a timely manner. Additional activities include maintaining files and supporting documentation of personal property schedules, providing assistance to taxpayers, accountants, attorneys, etc. with issues regarding personal property assessments and the discovery of new businesses in the county. Job responsibilities require thorough knowledge of state and local assessment laws and personal property assessment practices, dedicated attention to detail, strong interpersonal, organizational, and decisionmaking skills, and the ability to consistently meet existing deadlines and reporting requirements. Job performance is evaluated by the Property Assessor through review of the accuracy and thoroughness of personal property assessments, interpersonal, organizational, and decision-making skills and expertise in personal property assessment regulations and practices. Work is also subject to quarterly audits from the State Division of Property Assessments to determine accuracy, adherence to state and county policies and compliance with the state mandated audit program.
Necessary Work Requirements
Graduation from a four year high school (Associate’s Degree preferred) supplemented with additional training in accounting, business administration, bookkeeping, or related field; considerable knowledge of the laws and regulations governing the assessment of real and personal property in the State of Tennessee; ability to maintain detailed records and related information; experience working with the public; strong interpersonal, organizational and decision making skills; or any equivalent combination of education and/or experience to provide the following knowledge, abilities and skills
: • Thorough knowledge of state and local assessment codes, regulations, and policies pertaining to real and personal property.
• Knowledge of accounting practices and mathematical computations, associated with the calculation of real and personal property assessments.
• Knowledge of the state mandated personal property audit program.
• Knowledge of the structure and function of county government offices and the relationships required for consistent and uniform dissemination of relevant information.
• Knowledge of property assessment and appraisal practices and techniques.
Necessary Special Requirements
• Possession of a valid Tennessee Driver’s License and the ability to be insured at standard vehicle liability rates.
• The incumbent must successfully complete State of Tennessee Division of Property Assessments courses and attend regularly scheduled seminars to remain current on TCA sections applicable to real and personal property appraisal and assessment.
• Completion of a criminal background check and drug screen.
• Personal Property and Accounting experience preferred.
