Field Appraiser (Full-Time)
Assessor of Property

Nature of Work
This is responsible technical and field work performing property appraisals and assisting with the coordination of the Marshall County Property Assessor’s office.  Activities associated with the job include the assessment of properties within assigned geographic areas located within the county including all improvements and new construction, assisting with the entry of new construction data into the computer system and providing assistance with relevant documentation.  Additional activities include assisting with general office administration responsibilities and providing assistance to taxpayers, accountants, realtors, attorneys, etc. regarding assessments, ownership, deed references, appraised values, etc. Job related duties require thorough knowledge of state and local property assessment related regulations, statutes and codes, considerable experience performing property and structure inspections, good organizational, interpersonal, and decision-making skills, dedicated attention to detail and the ability to prioritize daily activities to consistently meet existing deadlines. Work activities also require sufficient strength and stamina to perform the physically demanding aspects of the job in a variety of weather conditions due to the field work required.  Job performance is evaluated by the Chief Deputy and Property Assessor through review of knowledge and expertise of conducting property appraisals, ability to interact effectively with property and business owners, organizational and decision-making skills and accuracy, timeliness, and thoroughness of work-related information. Work is also subject to quarterly audits from the State Division of Property Assessments to determine accuracy and adherence to state and county policies and compliance with the state mandated audit program.

Necessary Requirements of Work
  • Graduation from an accredited four year high school supplemented with additional course work in accounting, business administration, or related field; considerable experience working in real estate appraisal and/or property assessment; ability to maintain detailed records and related information; considerable experience working with the public; strong organizational and decision making skills; dedicated attention to detail; sufficient strength and agility to perform the physically demanding aspects of the job in a variety of weather conditions; or any equivalent combination of education and/or experience to provide the following knowledge, abilities, and skills:
  • Additional course or work experience preferred in business administration, property assessments, appraisals, GIS, construction and/or real estate
Necessary Special Requirements
  • Possession of a valid Tennessee Driver’s license (Class), and the ability to be insured at standard vehicle liability rates.
  • Completion of criminal background check, drug screen, and motor vehicle report  

Other Requirements of Work
  • Knowledge of office equipment, computers and related software programs including Word & Excel, appraisal software and GIS mapping software
  • Strong mathematical skills and computations
  • Ability to prioritize job related activities, perform job independently, follow directions, and meet all imposed deadlines and reporting requirements
  • Ability to make appropriate job-related decisions within existing state and local laws, guidelines and policies
  • Ability to interact with local officials and professionals, co-workers, property owners and the public in a respectful, courteous, and tactful manner
  • Ability to perform the physically demanding aspects of the job in a variety of weather conditions

Essential Duties & Responsibilities
  • On site/parcel review and visits to ensure accuracy of all data on property record cards including buildings, measurements, quality and use for appraisal and assessment purposes
  • Pull construction permits for parcel check, measure & list, determine completion dates and prorations
  • Revalue improvements that have been remodeled, had additions, added fixtures or finish outs
  • Remove any improvements that have been burned, moved, destroyed, or demolished
  • Correct any errors observed in the listing of real property parcels as to structural or incorrect square footage
  • Ensure all information and data is entered accurately into computer database appraisal system
  • Review mobile home parks, mail reports to owners and maintain yearly reports for state monitoring
  • Assist property owners, attorneys, closing agents, realtors, surveyors, etc. in obtaining assessment information concerning property location, ownership, deed references, appraised values, and proration of taxes
  • Assist with ensuring proper and accurate assessment within the county
